Russia has offered to lease New Zealand a number of Su-30 fighters for the same $64 million which New Zealand will pay to lease the 28 US-owned F-16s. The Russian offer, involving new aircraft or those already in service in the Russian Air Force, does not include the $182 million that the US wants to reactivate the stored F-16s. --Stephen V Cole
