Norway has rejected a Russian proposal that the two countries jointly operate the FPS-129 radar now installed at Vardo. This is a US-built radar, moved from Vandenberg AFB, now operated by Norwegian officers. Russia claims that the radar is part of an anti-missile defense system and thereby violates the ABM Treaty, not least because it is operated under an agreement with US Space Command.--Stephen V Cole
