The Chairman of the Joint Chiefs of Staff presented Bill and Hillary Clinton with the "Distinguished Community Services Medals" to Bill and Hillary by the Chairman of the JCS for their efforts in trying to obtain pay raises for the troops. What is odd about this is that Clinton took action several times to deny pay raises and openly insisted on keeping troops pay below the rate of inflation. Clinton also authorized the largest troop reduction since the end of the Vietnam war. He then used this to make a claim that he had reduced the number of government employees (almost all the reduction was from the armed forces.)
