An advisory panel appointed by the new Secretary of Defense urged the U.S. to force the army, navy and air force to form joint units in peace time. These new organizations would train together and be able to get to future hotspots more quickly. In the past, when a crises popped up, and the president ordered military intervention, the army, air force, navy and marines would all hustle off and arrive with only a vague idea of who was supposed to do what. This caused confusion (often carefully hushed up) and promises to not have it happen again. But it always does. It will be interesting to see how this new proposal is received.
