The Navy has indefinitely delayed sending Admiral Kevin Green (the Naval chief for Southern Command) to Puerto Rico to negotiate the Pentagon plan to resume use of the Vieques bombing range. The Puerto Rican government refused to make any officials available to meet with him. The Pentagon is pursuing the Clinton Administration plan to use only inert bombs for five years and then end all operations there. The Puerto Rican government wants all operations ended on the island immediately, and refuses to discuss any other plan. --Stephen V Cole
