Army troops in Europe have been forced to suspend virtually all training. The German government has blocked all military movements to avoid spreading hoof-and-mouth disease. Commanders are frustrated that they cannot move to their training ranges or maintain their unit readiness. It is hoped that the movement ban will be lifted soon.--Stephen V Cole
