Romania is trying to restructure its defense industry. Some 80,000 workers are employed in the state's military factories, but 34,000 of these have no work to do but are still paid. This is a relic of the Soviet-era worker's paradise, in which everyone had a job even if they had nothing to do. The Romanian government reports that these 34,000 will no longer receive their paychecks after the end of the year.--Stephen V Cole
