In the next year, the government expects to disarm 100,000 men who have served warlords or bandit gangs. Most of these men will be offered some kind of civilian job, while others will be offered a chance to join the new army. Already, 3,000 former fighters are in the army or undergoing training. About half of the former fighters cannot serve in the army, either because they are physically or mentally incapable, or are unable to complete the training.

In the last year, $1.8 billion in foreign aid for reconstruction arrived. Some $4.5 billion has been pledged for a five year period.
