Pakistan and Afghanistan are negotiating what to do about Taliban bases in Pakistan. The main problem is that Pakistan does not want to allow foreign troops to deal with these camps, and does not want to send its own troops in to do it. The Taliban find refuge in these border areas because the Taliban are mainly a movement to back the conservative customs of  some Pushtun tribes. But as long as these bases exist, the Taliban, and their al Qaeda allies, will have a safe haven. It's likely, given the way things are done in this part of the world, that an unofficial arrangement will be made that will allow attacks on the more blatant Taliban and al Qaeda operations in the Pakistan border zone. Pakistan will deny everything, and look the other way.
