The people of the northern province of Faryab  would like to have a governor who was more interested in the welfare of the province than in feuds with other warlords and provincial governors. The central government would like this as well. But the warlords up there still have thousands of armed men on the payroll and are reluctant to disarm them (as the government wants.) But the government currently plans to have all warlord militias (over 100,000 men) disarmed by 2005, and a reliable national army established to enforce the peace.
