Algerian intelligence officers believe that the remaining Islamic radical group is GSPC and that this outfit will now go after the growing number of foreign companies investing in the country. In particular, the few hundred armed GSPC terrorists left will target foreign oil companies. The logic of this is that by scaring away foreign investment, the economy will get worse and the people will be more willing to support the Islamic radicals (who will not change the poverty, but at least it will be Islamic poverty.) This may get the militiamen their jobs back.
