UN Secretary-general Kofi Annan said UNITA continued to benefit from illegal diamond sales, using the funds gained from selling diamonds and Angolan resources to finance its military operations. Though UN-sponsored sanctions seem to have eroded UNITAs strength, the fact that UNITA continues to successfully prosecute a low-intensity war indicates that the sanctions havent stopped the war.
