A Serb government spokesman said that Belgrade was evaluating and would adopt a proposal that would allow international observers into south Serbia to help defuse the conflict in the Presevo Valley. The aim would be to end the fighting and demilitarize the region. Albanians living in the area would be integrated into Serbian political institutions. The Presevo valley area would not, however, be granted autonomy or independence, demands made by the UCPMB guerrillas.
