On November 18 Moldovan officials said a new Russia plan to settle the dispute between Moldova and the separatist Transdniester region was very promising. The Russian proposal (made November 17) would make Moldova a demilitarized federation. Transdniester would have a special status in the federation. Russian and Romanian would both be official languages in federal Moldova. Russia acknowledged that it still has 2500 troops in Transdniester. On November 17 Moldova also said it would draft an amnesty law that would provide amnesty to all who participated in the 1992 armed conflict (between Moldova and Transdniester).
