The Commonwealth of Independent States has established a Collective Rapid Reaction Force headquarters in Bishkek, the capital of Kyrghistan. Tadjikhistan intercepted two railroad cars loaded with weapons. The train began in Uzbekhistan and was traveling to the Fergana Region, a part of Uzbekhistan which has no direct rail link with its own capital. --Stephen V Cole
