US companies that want to sell civilian nuclear power plants to China have run into a roadblock: The Chinese bluntly refuse to promise not to share the technology with other countries. China is known to have sold nuclear technology to Pakistan and is thought to have sold such technology to North Korea and possibly Iran. China says it is willing to negotiate bans on transfers to specific countries, but rejects a generic ban on any transfers as it wants the profits from nuclear sales.--Stephen V Cole
