New commanders in the army and police were announced.

The two year old "Plan Colombia" to stop the drug trade in Colombia has been judged a failure according to a government report. The plan emphasized aerial application of herbicides to kill coca plants. Two years ago, there were 296,500 acres of coca crops in Colombia and adjacent nations. In two years, 375,600 acres have been hit with the herbicides. But today there are 403,000 acres of coca crops.
