The government is trying to get France to host talks with FARC to arrange the swap of 800 kidnap victims held by the rebels, for 300 rebels arrested by army and police. The FARC prisoners would be sent into exile in France. The French are eager to get involved because one of the kidnapping victims, politician Ingrid Betancourt, is a celebrity in France. This deal would likely fall apart because FARC was expecting to get a lot of money for the captives, and the FARC prisoners are largely low level FARC soldiers.
