Unrest among the civilian population of Kashmir increases as a result of a new anti-terrorism law for Kashmir, just passed by the Indian parliament. The law gives the police more powers to investigate, detain and interrogate terrorism suspects. India says it will not withdraw the half million troops it has massed on the Pakistan border, but does not think that this mobilization will lead to war. In Pakistan, no one has taken responsibility for the grenade attack on a Christian church in a neighborhood where many foreigners lived.  But it is believed the attack was the work of Islamic radicals who oppose the government's crackdown on them, the Taliban and al Qaeda.
