Pakistani police continue to arrest non-Pakistani al Qaeda suspects. The Pakistani police admit that tips from American intelligence (usually overheard satellite phone messages) is the most common reason to take action. The foreigners are not popular in Pakistan, so there are no anti-government riots when these guys are arrested. It's a different story when the police arrest Pakistani Islamic radicals.
