India has long complained that Bangladesh tolerates illegal immigration into India, as well as Indian rebel groups establishing camps in Bangladesh and freely moving across the border. The fence is more symbolic than effective, as most of it is unguarded. But along most of it's length, it provides visible evidence of where the border is.
