Satisfied with cooperation from tribal leaders in the Pakistani South Waziristan region (along the Afghan border), the army has removed roadblocks that were keeping out truck traffic. The roadblocks have been used, on and off, throughout the Summer. There are constant negotiations with tribal leaders to obtain information on, or promises to hand over, armed foreigners living up in the hills. The foreigners are al Qaeda, with a few exceptions, and exploit the terrorist organizations reputation (as a "warrior for Islam"), as well as cash payments, to maintain the protection of the tribesmen.
