Indonesia has launched an ambitious five-year program to expand its Navy, since most of the country's territory is in fact ocean. The number of Naval personnel will increase from 52,000 to 70,000, while the Marine Corps will grow from 13,000 to 23,000. Fourteen new ships will be added over five years, eight of them to replace retiring old ships and six to expand the fleet. --Stephen V Cole
