Piracy is increasing, particularly in Indonesia.  In the first three months of the year, there were 68 acts of piracy world wide. This is a ten year high. Of that total, 23 incidents occurred in Indonesian waters, but only four across the straights of Malacca in Malaysia. The Indonesian pirates have made themselves hard to catch by adopting "Robin Hood" tactics. The pirates share their loot with villages in the areas they operate in. This makes it difficult for the police to gather information on who the pirates are. It is believed that the Indonesian pirates are well organized and had official protection from the previous dictatorship. The new government has tried to crack down, but so far with little success. The weak economy had made the pirate's generosity a powerful incentive for the locals to keep quiet.
