Despite protests from Japan and other nations about the increasing piracy in Indonesian waters, the government protests that it lacks the resources to deal with the problem. The navy has only 115 patrol boats and 60 aircraft to cover 13,000 islands. The government says it must double the number of boats and aircraft. But the problem is not on the water, but along the coast, where government administration has broken down. Corrupt police and government officials allow local pirates to operate unhindered. The police and officials can be bribed and it's uncertain if the central government can impose control any time soon. One reason for the increased piracy is the decline in the economy over the last few years has led many fishermen and others to turn to piracy.
