Police now believe that eleven Indonesian special forces soldiers were involved in the ambush and killing of two Americans in Papua last August. At first, the government blamed Papuan separatists. But from the first, some suspected the army, as this was the sort of thing they have done in the past to build public anger against rebel groups. The police have the names of four of the soldiers, but since the special forces also do intelligence work, they often use false names and ranks. Now it's up to the army commanders to follow up on evidence the police have collected.
