The mortar and rocket fire from Lebanon are apparently part of Hizbollah's election campaign. A new Lebanese government will be elected on May 29th, and Hizbollah wants to show that it is defending Lebanon, but not angering Israel enough to trigger an invasion (which would show Hizbollah as incapable of defending Lebanon.)
