The North Korean delegation refused to be searched by security personnel before they could board a US airliner in Germany to join the UN Millennium Summit. The North Koreans decided to return home instead. The airline had not been told by the State Department that the North Koreans were to be let through, and in the past there had been many instances of North Koreans, including diplomats, smuggling drugs and other contraband.
