Aid donors, distracted by calls for donations to Afghanistan, and discouraged by North Korean interference and criticism, have cut back on food contributions. Donor are also unhappy with North Korean diversion of food aid to the military and government officials, while not allowing aid agencies to police distribution to make sure the food gets to those who need it most. It's also become obvious, after several years of foreign aid workers observing up close how North Korea operates, that government incompetence, more than anything else, is the cause of the decade old famine in the north. However, the North Korean government must divert food aid to the army, for without the loyalty of the troops, the police state would soon fall.
