South Korea admitted reports that its scientists had conducted three or four experiments, between 1982 and 1990, to perfect techniques for  enriching uranium and plutonium to levels needed for nuclear weapons. The quantities produced were minute and not useful for weapons. Naturally, North Korea jumped all over this as evidence that the south was producing nuclear weapons and that the north would require larger bribes to pay for any slow down in the North Korean nuclear and ballistic missile program.
