North Korea agreed to resume the six nation talks to determine how much money and goods North Korea will receive in return for halting development of nuclear weapons and ballistic missiles. In order to move the negotiations along, North Korea said that it was still building nuclear weapons, as well as warheads allowing the weapons to be mounted on ballistic missiles. The North Koreans continue a long (over half a century) tradition of annoying negotiating tactics, which are meant to extract maximum advantage from a very poor bargaining position.
