Many groups of government and rebel troops (a few dozen to a few hundred armed men) are wandering the country, doing pretty much what they like. Most of the mayhem is inflicted on civilians, who are routinely robbed, raped and killed. The gunmen will sometimes fight each other, but mostly they are just looking for their next meal and some loot.
