The death toll in six year Maoist rebellion is now some 5,000, including 3,400 rebels. The rebels and government have made some moves towards restarting peace negotiations. The biggest stumbling block appears to be the monarchy, which the rebels insist must go, while the majority of the populations wants to keep it.
