The seven year long war with the Maoist rebels has left 4,595 rebels, 1,291 soldiers and police and 852 civilians dead. The army believes the rebels still have 3-4,000 active members, most of them armed. The rebels goals, for economic and political reform in the countryside (where tenant farming is still common) is popular in many parts of the country. But the rebels have resorted to terror to enforce support from rural and urban populations. India has made it more difficult for the rebels to use bases in India, and money from foreign contributors is increasingly blocked. But the rebel movement could remain active for years.
