The Maoist rebels are trying to get their units to cease using extortion as a fund raising method. The rebels call this "revolutionary taxes" and is usually directed against businesses and wealthier farmers. The rebels are forced to stop the extortion in order to maintain their ceasefire. For the extortion to work, the victims who resist often must be threatened, kidnapped or even physically harmed. This often brings in the police, as the rebels are, after all, breaking the law.
