In the southwest, Maoist gunmen attacked a government compound and set fire to fifteen buildings. The attackers were eventually driven off, losing at least four dead. Such attacks are meant to terrorize government employees away from their work. This leaves the Maoists in a position to establish their own bureaucracy.
