Nigeria will help Benin develop its armed forces so that they can participate more fully in joint regional activities. The Nigerians are getting tired of carrying all of the load for regional security and peacekeeping and are trying to bring other regional armies to a point they can shoulder some of the burden.--Stephen V Cole
