Another example of the effects of years of government corruption occurred when a power transmission tower collapsed and cut off power to 13 of Nigeria's 36 states for up to two weeks. Several decades of corruption have left the national infrastructure in ruins and a climate of criminal behavior widespread and somewhat tolerated. Because of the tribal and religious differences, and the mistrust these differences breed, building a national consensus for reform is difficult. Regional (people of the same tribe and religion) reform movements are more readily moving ahead, and contributing to the possibility of another civil war.
