Nigeria and the US are haggling over how much money America will give to Nigeria before Nigeria sends peacekeepers to Liberia. The US is offering $10 million, the Nigerians want $50 million. Nigeria also wants the warring parties in Liberia to work out a peace agreement before peacekeepers go in. This attitude, in addition to being prudent, also comes from earlier experience. Nigeria sent peacekeepers to Liberia in the 1990s, where nearly a thousand of their troops were killed, while also being accused of looting and abusing Liberian civilians. This time, the Nigerian peacekeepers have been trained by US Army Special Forces in more effective peacekeeping techniques.
