Government attempts, to negotiate a peace deal with tribal militias in the Niger delta oil region, have failed. Meanwhile, the two major militias (NDPVF and NDV) have been fighting each other more often. The two groups have grown wealthy by tapping the oil pipelines and selling the crude oil on the black market. Navy attempts to stop the movement of this stolen oil, by middlemen with small tanker ships, has not been completely successful.
