Malaysia said that tight security along it's coast has prevented four attempts by terrorists to move from Philippines to Malaysia. The terrorists, like smugglers and gangsters, use speed boats to try and get into Malaysia at night. How the Malaysians can tell the smuggler speedboats that turn back, from the terrorist ones, is not known. It may be as a result of listening in to radio or satellite phone conversations.
