Russia admitted it was behind schedule keeping it's promise to destroy it's 40,000 tons of chemical weapons by 2007. The reason was the inability to scrounge up the money to build the chemical destruction plants. The international chemical weapons treaty Russia signed calls for each nation to destroy one percent of it's chemical arsenal by May, 2000 and 20 percent by April, 2002.  The Russians estimate that it will cost over $5 billion to destroy their chemical weapons, but Russia has been able to come up with less than $200 million so far. Donations from other nations are being solicited.
