Russia will begin withdrawing troops from Chechnya next month. Later this year, forces in the province will be reduced to one army division (15,000 men) and one police brigade (7,000.) The policy of garrisoning most of the regions villages has not worked, as this simply provided more targets for the rebels attacks and ambushes. The new approach appears to rely heavily on pro-Russian Chechens working out some kind of deal with the rebels. Anti-terrorist operations are being turned over to the FSB (former KGB). Meanwhile, fighting raged in several Chechen towns, with nine pro-Russian Chechen police killed.
