US intelligence reports that the Russians have moved tactical nuclear warheads into the Kaliningrad enclave, a small parcel of territory between Poland and Lithuania on the Baltic Sea coast which Russia retained after the collapse of the Warsaw Pact. Russia quickly denied the report and Baltic states said they were "astounded" by it. The Pentagon and US State Department quickly avoided any statement on the issue. If the report is true, this means Russia has broken an unwritten 1991 agreement between President Bush (Sr.) and President Gorbachev under which Russia promised to keep its nuclear weapons at home.--Stephen V Cole
