Russia's Spring draft call is expected to induct 190,000 men into the army. The last call, in Autumn, saw 20,000 men fail to report. This time, the police are out in force to snag reluctant soldiers. This cat and mouse routine won't go on much longer. The army is being cut from it's current 1.2 million troops to 365,000 by 2004. There are still plenty of young men who are willing, some even eager, to serve. With the lower troop levels, and continuing high unemployment rates, draft dodging will largely disappear. Proposed higher pay for the troops will help as well.
