Russian interior ministry troops and pro-Russian Chechens would take care of maintaining order. Public opinion in Russia is shifting in favor of negotiations with the rebels, with recent polls showing half the Russian population favoring this. The problem is, the rebels comprise several factions and it's difficult to sort out who should be talked to.
