Russia notes that the fighting in Afghanistan has slowed considerably the flow of drugs into Russia. But it is felt that this will change once peace returns to Afghanistan and the drug gangs can get their drug production and smuggling operations going again. Although much of the opium and heroin moves through Russia into Western Europe, a lot of it is sold to Russians. So far this year, Russian police have arrested over 200,000 people for drug offenses and sent 70,000 to prison. In Chechnya, a two week army offensive has killed 120 rebels. Several hundred others were arrested. Several dozen soldiers were reported killed over the same two weeks.
