The U.S. and Russia are at odds over who has the most influence in Georgia. Russia is not happy with Georgia tolerating Chechen rebels taking refuge in Georgia. Russia has supported Georgian separatists, in an effort to try and force Georgia to crack down on the Chechens. Instead, Georgia has gotten friendly with the United States. The Georgians want Russian troops (a leftover from the Soviet Union) out of Georgia, but the Russians insist that treaties allow them to stay. The Russians have always had a hard time with the Caucasus, and see the current situation as more of the same.
