Russia's new wealth (from high oil prices and better government administration) has not only paid for lots of new weapons, but made it possible to get rid of the old ones. There are millions of tons of old munitions, weapons and equipment, lying about, causing a large public health hazard. So the government has appropriated over two billion dollars to clean the mess up. Most importantly, this will safely dispose of 84 decommissioned nuclear submarines, plus many chemical and nuclear weapons, as well as thousands of unneeded (and often elderly) missiles and munitions.
