More on the UN "memo" alleging that Rwandan Patriotic Front leader Paul Kagame was involved in the assassination of Hutu leaders in 1994. A UN spokesman now says that it was an "unofficial" memo. The UN says the memo was written by Michael Horigan who was part of a war crimes investigation team in Rwanda. The memo allegedly says that an "elite strike team" shot down the airplane carrying Rwandan president Juvenal Habyarimana on April 6, 1994.
